J&rsquo;ai parcouru ces rivages d&rsquo;innombrables fois, observant les h\u00e9rons fouler les zones humides pendant que les porte-conteneurs d\u00e9filaient comme des g\u00e9ants silencieux. Ces eaux sont maintenant sur le point de changer.<\/p>\n<p>\u00ab\u00a0Il s&rsquo;agit <b>d&rsquo;opportunit\u00e9s \u00e9conomiques<\/b>,\u00a0\u00bb a expliqu\u00e9 Keith Matthew, ministre provincial de l&rsquo;\u00c9nergie et des Ressources, lors de la conf\u00e9rence de presse d&rsquo;hier. \u00ab\u00a0Approfondir ces chenaux signifie des p\u00e9troliers plus grands, un transport maritime plus efficace et des liens commerciaux renforc\u00e9s avec nos partenaires d&rsquo;Asie-Pacifique.\u00a0\u00bb<\/p>\n<p>Le projet, estim\u00e9 \u00e0 98 millions de dollars, approfondira les voies navigables dans des sections strat\u00e9giques de Burrard Inlet jusqu&rsquo;\u00e0 trois m\u00e8tres. Cette modification permettra au <a href=\"https:\/\/www.transmountain.com\/westridge-marine-terminal\" rel=\"nofollow noopener\" target=\"_blank\">terminal maritime Westridge de Trans Mountain<\/a> d&rsquo;accueillir des p\u00e9troliers Aframax \u00e0 pleine capacit\u00e9, augmentant potentiellement les exportations de p\u00e9trole jusqu&rsquo;\u00e0 40 pour cent sans \u00e9largir l&rsquo;ol\u00e9oduc lui-m\u00eame.<\/p>\n<p>Lorsque j&rsquo;ai visit\u00e9 le territoire de la <a href=\"https:\/\/twnation.ca\/\" rel=\"nofollow noopener\" target=\"_blank\">Nation Tsleil-Waututh<\/a> au printemps dernier, l&rsquo;A\u00een\u00e9e Amy George a partag\u00e9 des histoires de r\u00e9colte de fruits de mer dans ces eaux depuis des g\u00e9n\u00e9rations. \u00ab\u00a0<b>Notre identit\u00e9 est li\u00e9e \u00e0 ces eaux<\/b>,\u00a0\u00bb m&rsquo;a-t-elle dit, ses mains bougeant rythmiquement en s\u00e9parant des coquillages sur sa table de cuisine. \u00ab\u00a0Nous avons d\u00e9j\u00e0 vu ce que le d\u00e9veloppement industriel fait aux cr\u00e9atures dont nous d\u00e9pendons.\u00a0\u00bb<\/p>\n<p>La Nation Tsleil-Waututh s&rsquo;est constamment oppos\u00e9e \u00e0 l&rsquo;augmentation du trafic p\u00e9trolier, commandant une \u00e9valuation ind\u00e9pendante en 2015 qui concluait qu&rsquo;un d\u00e9versement majeur dans Burrard Inlet aurait des cons\u00e9quences \u00ab\u00a0catastrophiques\u00a0\u00bb pour leur culture et leur s\u00e9curit\u00e9 alimentaire. Leurs pr\u00e9occupations restent largement ignor\u00e9es dans l&rsquo;approbation actuelle.<\/p>\n<p>Eugene Kung, avocat chez <a href=\"https:\/\/www.wcel.org\/\" rel=\"nofollow noopener\" target=\"_blank\">West Coast Environmental Law<\/a>, souligne un processus d&rsquo;approbation acc\u00e9l\u00e9r\u00e9 qui a contourn\u00e9 l&rsquo;\u00e9valuation d&rsquo;impact f\u00e9d\u00e9rale normalement requise pour des projets de cette envergure. \u00ab\u00a0La province a utilis\u00e9 une \u00e9chappatoire r\u00e9glementaire,\u00a0\u00bb a-t-il expliqu\u00e9 lors de notre conversation t\u00e9l\u00e9phonique. \u00ab\u00a0En classifiant ceci comme de l&rsquo;entretien plut\u00f4t qu&rsquo;une expansion, ils ont \u00e9vit\u00e9 un examen environnemental plus rigoureux.\u00a0\u00bb<\/p>\n<p>Les responsables provinciaux r\u00e9torquent que les permis f\u00e9d\u00e9raux existants pour l&rsquo;expansion de Trans Mountain incluent des dispositions pour \u00ab\u00a0l&rsquo;optimisation\u00a0\u00bb des installations maritimes.
