Hier, Ford a d\u00e9voil\u00e9 ce qui pourrait \u00eatre le projet le plus ambitieux de son administration : un tunnel \u00e0 six voies propos\u00e9 sous le corridor le plus congestionn\u00e9 de l&rsquo;autoroute 401 \u00e0 Toronto.<\/p>\n<p>\u00ab\u00a0Les embouteillages ne sont pas qu&rsquo;un inconv\u00e9nient \u2013 ils co\u00fbtent des milliards \u00e0 notre \u00e9conomie,\u00a0\u00bb a d\u00e9clar\u00e9 Ford lors d&rsquo;une conf\u00e9rence de presse tenue pr\u00e8s des voies collectrices notoirement engorg\u00e9es de l&rsquo;autoroute. \u00ab\u00a0<b>Ce tunnel permettra aux gens de se d\u00e9placer \u00e0 nouveau tout en cr\u00e9ant des milliers d&#8217;emplois bien r\u00e9mun\u00e9r\u00e9s.<\/b>\u00ab\u00a0<\/p>\n<p>Le premier ministre estime que le projet co\u00fbtera environ 8,7 milliards de dollars, avec un d\u00e9but de construction possible d\u00e8s l&rsquo;ann\u00e9e prochaine, mais il y a un hic. La province souhaite qu&rsquo;Ottawa couvre pr\u00e8s de 40 % de la facture.<\/p>\n<p>Debout devant un arri\u00e8re-plan de circulation lente qui semblait orchestr\u00e9 pour prouver son point, Ford a pr\u00e9sent\u00e9 les plans de ce qu&rsquo;il appelle \u00ab\u00a0l&rsquo;Initiative de passage fluide de l&rsquo;Ontario\u00a0\u00bb. Le passage souterrain s&rsquo;\u00e9tendrait sur 7,3 kilom\u00e8tres sous l&rsquo;autoroute existante, ajoutant de la capacit\u00e9 sans \u00e9largir l&#8217;empreinte actuelle.<\/p>\n<p>La ministre des Transports Caroline Mulroney, entour\u00e9e de repr\u00e9sentants syndicaux de la construction en casque, a soulign\u00e9 les doubles avantages du projet. \u00ab\u00a0Nous parlons de 15 000 emplois dans la construction sur cinq ans, plus les avantages \u00e9conomiques \u00e0 long terme de la r\u00e9duction des embouteillages dans le corridor de transport le plus fr\u00e9quent\u00e9 du Canada.\u00a0\u00bb<\/p>\n<p>Ce qui n&rsquo;a pas \u00e9t\u00e9 mentionn\u00e9 jusqu&rsquo;\u00e0 ce que les journalistes insistent, c&rsquo;est que le gouvernement f\u00e9d\u00e9ral n&rsquo;a pas encore engag\u00e9 de financement pour cette proposition. Des sources au sein du minist\u00e8re f\u00e9d\u00e9ral de l&rsquo;Infrastructure me confient que le plan du tunnel est arriv\u00e9 sur leurs bureaux \u00e0 peine 72 heures avant l&rsquo;annonce de Ford.<\/p>\n<p>J&rsquo;ai parl\u00e9 avec Melissa Thornton de <a href=\"https:\/\/www.pembina.org\/\" rel=\"nofollow noopener\" target=\"_blank\">l&rsquo;Institut Pembina<\/a>, qui a remis en question le calendrier et l&rsquo;approche. \u00ab\u00a0<b>Nous avons d\u00e9j\u00e0 vu ce sc\u00e9nario \u2013 annoncer un projet massif, exiger de l&rsquo;argent f\u00e9d\u00e9ral, puis pr\u00e9senter toute h\u00e9sitation comme un sentiment anti-Ontario,<\/b>\u00a0\u00bb a-t-elle d\u00e9clar\u00e9. \u00ab\u00a0Pendant ce temps, des questions cruciales sur les impacts environnementaux et sur l&rsquo;efficacit\u00e9 r\u00e9elle de cette solution restent sans r\u00e9ponse.\u00a0\u00bb<\/p>\n<p>Le moment est particuli\u00e8rement int\u00e9ressant compte tenu du r\u00e9cent sondage d&rsquo;<a href=\"https:\/\/abacusdata.ca\/\" rel=\"nofollow noopener\" target=\"_blank\">Abacus Data<\/a> montrant que les Conservateurs provinciaux ont perdu cinq points dans la r\u00e9gion du Grand Toronto, o\u00f9 les frustrations li\u00e9es au trafic demeurent une pr\u00e9occupation majeure des \u00e9lecteurs.<\/p>\n<p>La vision tunnel de Ford repr\u00e9sente plus qu&rsquo;une simple proposition d&rsquo;infrastructure \u2013 c&rsquo;est le dernier chapitre de la relation f\u00e9d\u00e9rale-provinciale de plus en plus tendue.
